Rusty Spoor, Founder and PresidentBoth an attorney admitted to the Florida Bar and a certified public accountant (CPA), Rusty Spoor founded Spoor Law to provide businesses and individuals with financially savvy legal counsel that protects every client’s bottom line. He specializes in mergers & acquisitions, estate planning, tax planning, business law, trust administration and other transactional matters.
Before founding Spoor Law, Rusty practiced in the tax department of international law firm, Foley & Lardner LLP’s Tampa office. In addition to structuring business transactions, arguing before the United States Tax Court, conducting private equity and debt offerings, business consulting and more, Rusty was one of only six attorneys recognized by Hillsborough Attorneys Volunteer Efforts for 100-plus hours of pro bono service – three years in a row. A St. Petersburg native, he fosters the same spirit of community service in his home county at Spoor Law. Prior to earning his Juris Doctorate, Rusty served as a tax accountant at Thomas Howell Ferguson, P.A., in Tallahassee, Florida. Rusty is a member of the Florida Bar and St. Paul Catholic Church, where he serves numerous volunteer roles. He is also a board member of the Alleghany Franciscan Ministries and serves on the Community Outreach Grant Committee of the organization. A third-generation entrepreneur and recognized expert in both forming tax-exempt organizations and in counseling business start-ups on choice of entity, Rusty also served as a guest lecturer at the University of South Florida’s graduate program in entrepreneurship. Rusty earned his Juris Doctorate from Florida State University College of Law. He also earned a Master of Accounting degree in Taxation and a Bachelor’s degree in Accounting from FSU. He is married with three daughters and lives in St. Petersburg. Outside of the office, he focuses his time and energy on faith, family and FSU athletics. Joe Waechter, Attorney
A native and lifelong resident of St. Petersburg, Joe joined Spoor Law in 2022 to build upon the firm’s outstanding reputation for excellent client service and representation in a wide range of transactional matters. Joe specializes in real estate, estate planning, and business law.
Prior to joining Spoor Law, Joe spent more than a decade as a mass tort litigator, representing tens of thousands of wrongfully injured claimants in their fight against global pharmaceutical drug and device manufacturers. Joe advocated for individuals from all over the country in state and federal courts, ensuring that each person’s specific needs and circumstances were fairly represented. Joe brings that experience with him to Spoor Law, focusing on building relationships and working together to accomplish the unique goals of each person.
Joe attended the University of Florida where he received his Bachelor’s degree in Economics, and earned his Juris Doctor from Florida State University where he was recognized for his academic achievements and pro bono service. Joe lives in St. Petersburg with his wife and three sons. He enjoys spending his free time outdoors – hunting, fishing, and competing in triathlons.

Grace Ann Duesing
Office Manager, Paralegal
Grace joined Spoor Law in August of 2021 initially as an administrative assistant to Rusty Spoor and has since taken on many additional roles in the office and obtained her paralegal certification. Grace wears many hats now and keeps the office running efficiently while trying to keep Joe and Rusty in place! Most all of our clients will interact with Grace at some point in time and will certainly have a wonderful experience in doing so (contrary to what some people in the mail/processing room may think!).
Grace is a native Floridian and in her free time enjoys spending time outdoors where you can find her on a paddle board or long board.
